The National Executive Council of the CDC-Council of Patriots (CDC-COP) is calling on the Liberian Senate to summon and investigate Finance Minister Augustine K. Ngafuan for what it describes as an “unlawful and unethical” reallocation of $1.1 million from the World Food Programme’s (WFP) COVID-19 Response Fund.
In a statement issued Sunday, the CDC-COP accused Minister Ngafuan of secretly diverting the funds—initially intended for COVID-19 relief—without legislative approval, a move the group says violates Article 34(d)(iii) of the Liberian Constitution.
According to the CDC-COP, leaked correspondence dated February 14, 2025, shows that Minister Ngafuan requested WFP Country Director Mary Njoroge to transfer the remaining COVID-19 funds to the Boakai-led administration for a “Home-Grown School Feeding Program.” However, the group notes that nearly five months later, there has been no public report or visible implementation of the program.
“This action amounts to an unlawful diversion of public and donor funds, a clear case of financial mismanagement, and a betrayal of public trust,” the CDC-COP stated. “By bypassing the Legislature, Mr. Ngafuan not only violated the Constitution, but also engaged in deceptive conduct with donor partners.”
The opposition group warns that the move sets a dangerous precedent and alleges it may be part of a broader scheme to manipulate donor funds for political purposes.
“The misuse of WFP funds is not only a breach of donor trust, but also a direct affront to the Liberian people, who have a right to know how these funds were spent and who benefited,” the statement added.
The CDC-COP is urging the Liberian Senate to act swiftly and decisively in holding Minister Ngafuan accountable, stressing that such financial irregularities must not go unchecked.
“The CDC-COP remains firm in its commitment to accountability, transparency, and good governance,” the group concluded.
