The Director General of the Civil Service Agency (CSA), Dr. Josiah F. Joekai, Jr., delivered a keynote address at the 22nd Anniversary Commemoration of the Accra Comprehensive Peace Agreement (ACPA) held at the University of Liberia.
Dr. Joekai emphasized the significance of the ACPA in ending Liberia's devastating civil war and paving the way for reconciliation, endurance, and growth. He honored the leaders and parties involved in the peace process, including the Government of Liberia, Liberians United for Reconciliation and Democracy (LURD), the Movement for Democracy in Liberia (MODEL), and the international community.
-The ACPA marked a new beginning for Liberia, choosing life over death, reconciliation over vengeance, and dialogue over destruction.
- The agreement led to the disarmament of over 100,000 fighters, the rebuilding of the Armed Forces of Liberia, and the transformation of the Liberia National Police.
- The Truth and Reconciliation Commission (TRC) provided a framework for confronting the truth and promoting healing, but much of its work remains undone.
- The government’s decision to establish the War and Economic Crimes Court is a step towards accountability and justice.
Dr. Joekai urged Liberians to recommit to unity, reconciliation, and development, prioritizing education, healthcare, infrastructure, and agriculture. He emphasized the need for a strong private sector, job creation, and prioritization of Liberians in employment opportunities.
The Director General highlighted the importance of international partnerships in Liberia's recovery, but stressed the need for a shift from dependency to self-reliance, from aid to trade, and from donors to investors.
As Liberia commemorates 22 years of peace, Dr. Joekai's address serves as a reminder of the country's progress and the work still ahead to build a more prosperous and peaceful future.
