President Pro Tempore of the Liberian Senate, Nyonblee Karnga-Lawrence, officially reopened the 2nd Quarter, 2nd Session of the 55th Legislature with a comprehensive speech highlighting legislative accomplishments, reform strides, and key oversight actions.
Welcoming colleagues, staff, and guests, Pro Tempore Lawrence expressed gratitude for the Senate's unity and dedication, noting the passage of 17 pieces of legislation, including 15 enactments, 1 amendment, and 1 ratification, during the period of January 16 to March 25, 2025. Additionally, 75 nominations were received, with 47 confirmations and 33 bills still under committee review.
She provided updates on reform initiatives, emphasizing the first draft of the Senate's Strategic Plan, financial reforms including finalized draft policies on fuel, funds, and petty cash management, and successful integration of Starlink internet services. A biometric system has also been launched to improve staff attendance and payroll integrity.
On oversight, she praised Senate committees for robust engagement and announced immediate committee reporting and hearings. Key issues on the agenda include an investigation into the over $200 million loan under the STAR-P and RETRAP projects, assessment of health funding disbursement, teacher payroll inclusion, and adherence to the Road Fund Act.
The Public Works Committee was mandated to ensure equitable road project allotments across all counties, while the Foreign Affairs Committee prepares to participate in final voting for Liberia’s bid for a seat at the United Nations Security Council.
The Committee on Concessions, chaired by Senator Numena Bartekwa, received the Pro Tempore’s Award for its work during recess. The committee is expected to present resource management recommendations that may prompt another Senate retreat, focused on national economic growth and decentralization efforts.
Lawrence concluded by announcing the upcoming induction of Hon. Samuel Kogar as Senator of Nimba County on May 15, urging the Rules and Order Committee to ensure proper protocol.
