Monrovia, Liberia – A grassroots movement under the banner Citizens United to Demand Accountability for the Missing 48 Million USD has officially announced a nationwide peaceful assembly scheduled for June 19, 2025, aimed at compelling the Government of Liberia to provide clarity on the unaccounted $48 million reportedly saved in the 2024 Civil Service Agency (CSA) report.
According to the report, the amount was saved through the removal of over 7,000 civil servants from the government payroll, a reduction in consultants, and the elimination of ghost names. However, citizens say there has been no clear accounting of how the saved funds have been utilized.
Speaking at the press event today, organizers emphasized that the initiative is non-political, driven solely by a desire for transparency and accountability. “We are ordinary citizens, students, mothers, fathers, workers, motorcyclists, and business owners who refuse to stay silent as public funds vanish without explanation,” the statement read.
The group criticized CSA Director Josiah Joekai and Finance Minister Augustine Kpehe Ngafuan, accusing them of failing to provide a detailed report or evidence of the funds’ usage. They argue that the money could have been used to improve civil servants’ salaries, equip hospitals, pay teachers and professors, or address infrastructure and healthcare challenges in rural communities.
Organizers invoked Article 17 of the Liberian Constitution, which guarantees citizens the right to peaceful assembly and petition, as the legal basis for their June 19 action.
“This is a patriotic duty. We will assemble peacefully but forcefully across Monrovia and beyond, demanding answers. Democracy must be put on trial once again,” the statement added.
They also called on international partners to support an independent forensic investigation into the matter and urged Liberians from all walks of life to mobilize and participate in the demonstration.
“We will not be intimidated. We will not be silenced. This is about the future of our country,” the group concluded.
