President Joseph Nyuma Boakai launches the Performance Management and Compliance System (PMCS), urging officials to avoid corruption.

October 31, 2024 – President Boakai has officially launched the Performance Management and Compliance System and called on his officials to desist from corruption.

The President made an emphasis on the ARREST agenda, saying that it is to build a government that is responsible, transparent, and responsive to the needs of the Liberian people.
“The PMCS will be a cornerstone of this agenda, enabling us to establish clear performance targets, monitor achievements, and enhance the services we provide,” President Boakai stated.

At the same time, President Boakai re-emphasized his commitment to integrity and transparency in government and said he remain resolute in the fight against corruption, as he launched the Performance Management and Compliance System.

The Performance Management and Compliance System (PMCS) is an instrument meant to prevent, detect, and address inefficiency and wrongdoing at every level in the government, and to ensure that those entrusted with the nation’s resources are working for the people and not for themselves.

“For too long the weight of unfulfilled promises, inefficiencies, and corruption have hindered our progress. But today, we are taking concrete action to break that cycle. With the PMCS, every public institution, every leader, and every entity will be required to demonstrate stewardship —not just for the work they do, but for the outcomes they deliver. This system ensures that no one is above scrutiny, and no performance will go unmeasured,” President Boakai emphasized.

Meanwhile, President Boakai warned official of his government who are abusing public office for personal gain to desist, as the PMCS will be able to track down every individual. He stressed that there will be no room for corruption in his government and promised that those who will engage in corrupt practices will face the full weight of the law.

In remark, UNDP Resident Representative to Liberia, Mr. Anthony Ohemeng-Boamah stated that UNDP through the Liberia Decentralization Support Programme (LDSP) provided support for the recruitment of a consultant to provide expert technical assistance to the cabinet Secretariat in enchanting the implementation and institutionalization of the Performance Management and Compliance System across every government institution of Liberia.

Mr. Boamah emphasized the importance of the consultant, which is to support and develop a roadmap for implementation of the Performance Management and Compliance System (PMCS), enhance stakeholders’ engagement and buy-in lead capacity building and intervention, develope performance targets for MACs, conduct annual performance reviews, develope monitoring and evaluation mechanisms, and provide technical expert support to the Cabinet Secretariat.

He further stated that UNDP will provide support to fully digitize the Performance Management and Compliance System by developing robust web and mobile application for real time performance tracking.

“As we move forward, I encourage all stakeholders to adopt this system wholeheartedly. Let us leverage the insights it provides to drive innovation, improve performance, and ensure compliance at every level. Together, we can build a brighter future, grounded in the principles of good governance and effective public service. This holistic approach will not only enhance operational efficiency of National Government, but also bolster public trust as we demonstrate our commitment to integrity and results,” UNDP Resident Representative to Liberia, Mr. Anthony Ohemeng-Boamah, acknowledged.

Moreover, President Boakai, urged officials of his government to lead by example, embrace transparency and accountability, and to also ensure that their decisions and actions reflect the needs of the people they serve.

“As we launch the PMCS today, I call on each of you to work with renewed vigor and bring your expertise, skills and experience to bear on the public good and also your patriotic spirit,” President Boakai encouraged.

The Liberia leader commended the United Nations Development Programme (UNDP) for their unwavering support to the development of Liberia.
