Liberia Civil Service Agency Partners with Ghana to Boost Public Sector Efficiency.

Liberia Civil Service Agency (CSA) has entered into a strategic partnership with Ghana to enhance public sector service delivery, according to the CSA’s Director General, Josiah Joekai. The collaboration was cemented following a series of high-level meetings with key leaders of Ghana’s public administration, aimed at sharing best practices and aligning civil service reforms between the two West African nations.

Hon. Joekai revealed in a statement that he engaged in comprehensive discussions with Dr. Evans Aggrey-Darkoh, Chairman of the Ghana Civil Service Commission; Dr. Stella Agyenim-Boateng, Vice Chairperson of the Public Service Commission; and Ing. Benjamin Arthur, Chief Executive of the Fair Wage and Salaries Commission. The meetings concluded with an agreement to establish a joint technical working group dedicated to improving public sector efficiency and governance in Liberia and Ghana.

A key focus of the partnership is Liberia’s ongoing efforts to reform its pay grade system, which Joekai identified as a critical component of civil service restructuring. Ghana’s Fair Wage and Salaries Commission committed to sharing its framework for wage and salary structures and pledged to send technical experts to Liberia. These experts are expected to assist the CSA in refining Liberia’s pay grades, a step seen as essential for creating a fairer and more accountable public sector.

This collaboration marks a significant step toward building a more effective, efficient, and equitable public sector in both Ghana and Liberia,” Joekai remarked. “The insights and support from Ghana will be invaluable as we work to enhance our own civil service structure in Liberia.”

Meanwhile, the discussions come amid broader efforts by the Liberian government to address civil service challenges, ranging from compensation to administrative governance. Liberia’s civil service reform agenda has been a priority under Joekai’s leadership, which aims to introduce more transparent and accountable management systems.

Furthermore, Hon. Joekai is set to meet with Her Excellency Selma Ashipala Musavy of the Namibian High Commission later this evening. The follow-up meeting, stemming from prior talks in Monrovia, underscores Joekai’s broader push to strengthen Liberia’s public administration capabilities through regional cooperation.

The partnership with Ghana is being viewed as a pivotal move for Liberia in its journey towards building a more transparent, fair, and effective public sector that serves the needs of its citizens. By learning from Ghana’s experiences and best practices, Liberia’s CSA hopes to drive lasting improvements in its public sector operations.
