Capitol Hill, Monrovia – May 16, 2025 Appearing before the Liberian Senate for confirmation as Commissioner General of the Liberia Immigration Service (LIS), nominee Elijah Forkpah Rufus on Thursday laid out an ambitious agenda focused on border security modernization, institutional reform, and enhanced migration management.
Speaking with a tone of humility and determination, Rufus said his nomination by President Joseph Nyuma Boakai represents not only a position of trust but a solemn obligation to transform the LIS into a professional and intelligence-led institution.
“The Liberia Immigration Service plays an indispensable role in ensuring that our borders are secure, our laws respected, and our country remains a place of lawful migration,” he said, stressing the LIS’s frontline role in national security and development.
Rufus, a veteran of the LIS with years of experience in various roles, extended gratitude to President Boakai, his family, and former LIS Commissioners for their support and mentorship.
A Vision for Transformation
If confirmed, Rufus pledged to implement a bold vision: “To transform the LIS into a modern, transparent, professional, and intelligence-led institution that effectively manages migration, safeguards national borders, and contributes to national development.”
He said his leadership would prioritize both national security and economic growth, positioning the LIS not only as a law enforcement agency but as a driver of development and diplomacy.
Smart Borders, Security Tech, and Regional Ties
Among the nominee’s top policy priorities is the modernization of Liberia’s borders through advanced surveillance technologies. He referenced a non-binding memorandum of understanding signed in December 2024 with Thailand-based SomapalT to implement “smart border solutions” without financial investment from the government.
These upgrades, Rufus noted, would include CCTV cameras, biometric systems, and improved intelligence-sharing with the Armed Forces of Liberia and regional neighbors.
He also raised alarm over the increasing presence of undocumented migrants, particularly from Burkina Faso, in counties such as Bong, Nimba, Grand Gedeh, River Gee, and Maryland. Rufus committed to working with local authorities and the Liberia Land Authority to monitor and document illegal migration.
Officers’ Welfare and Institutional Strengthening
Rufus described plans for the construction of residential quarters for immigration officers across Liberia, noting that land acquisition discussions are already underway with county superintendents.
Institutional capacity-building remains central to his agenda. He promised to refurbish and standardize the LIS training academy in Foya, Lofa County—renamed in honor of President Boakai—and focus on recruitment, ethics, and continuous training for personnel.
Fighting Human Trafficking and Irregular Migration
The Commissioner General-designate also outlined a strategic push against human trafficking and irregular migration. “We will strengthen our anti-trafficking units and launch community education campaigns in border areas,” he assured senators.
Calls for Legislative Support and Public Engagement
To address infrastructure challenges, Rufus called on lawmakers to support funding for the construction and rehabilitation of modern border posts. He hinted at Public-Private Partnerships to reduce pressure on government resources.
In a bid to restore public trust in LIS, Rufus pledged to introduce a citizen-centered feedback mechanism and launch public awareness campaigns about the institution’s role and services.
A Commitment to Integrity and Reform
Closing his remarks, Rufus appealed to the Senate for confirmation, pledging to lead with “integrity, foresight, and an unshakeable commitment to reform.”
“With your support, we can strengthen our borders, protect our people, and promote legal migration that benefits our nation,” he told lawmakers.
If confirmed, Rufus will succeed in steering one of Liberia’s key security institutions at a time when migration management and cross-border threats continue to shape regional security dynamics.
