The President Pro Tempore of the Liberian Senate, Hon. Nyonblee Karnga Lawrence, on Monday officially declared open the Third Regular Session of the 55th Legislature, outlining major legislative achievements, oversight actions, and far-reaching administrative reforms undertaken by the Senate.
Addressing fellow Senators, former members of the Legislature, Senate staff, members of the media, and invited guests, Hon. Lawrence welcomed lawmakers back from the holiday and constituency recess, describing the improved ability of Senators to freely commute to their counties as a significant achievement of the government. She commended President Joseph Nyuma Boakai for prioritizing road connectivity across the country.
The Senate Pro Tempore recalled that the Second Session of the 55th Legislature, which officially ended on December 18, 2025, recorded notable productivity. According to her, the Senate held 59 sittings, passed 76 pieces of legislation, ratified 9 instruments, enacted 64 laws, and approved 236 nominations, of which 213 were confirmed.
Oversight and National Development
Hon. Lawrence emphasized the Senate’s oversight responsibilities, particularly its role in adjusting the pricing regime for petroleum products. She noted that the decision has increased national revenue for road funds, enabling the acquisition of road equipment for all counties.
She also disclosed that the Legislature honored its commitment to include budgetary appropriations for all county capitals and provide salaries for County Council members, marking a historic milestone in decentralization efforts.
The Senate Pro Tempore extended special recognition to the Committees on Foreign Affairs and Defense & Security for their role in Liberia’s successful election as a non-permanent member of the United Nations Security Council, congratulating the nation on officially taking its seat.
Port Reform and Economic Decentralization
Highlighting legislative reforms aimed at economic growth, Hon. Lawrence referenced the passage of the Port Authority and Port Autonomy Bills, following corrections to the President’s vetoed lines. She explained that the bills are intended to promote economic decentralization, stimulate development in Liberia’s port cities, and create employment opportunities.
She further noted that the Port Authority Act establishes a regulatory body for all sea and inland ports in line with international best practices, separating regulation from port operations.
Staff Welfare and Administrative Reforms
On administrative matters, Hon. Lawrence announced steps toward standardizing salaries for Senate staff. She disclosed that the Secretary of the Senate has been mandated to work with the Civil Service Agency, in collaboration with the Committees on Rules, Order and Administration (ROA), to conduct personnel and credential evaluations.
She also revealed that the Senate is reviewing the national harmonization process affecting civil servants to ensure fair compensation based on qualifications and responsibilities. The Committees on Ways, Means & Finance and Public Accounts have been directed to report within two weeks.
Capitol Renovation and Audit Progress
The Senate Pro Tempore confirmed the Government of China’s commitment to renovate the Joint Chamber and the Old Capitol Building, with relevant committees mandated to complete a feasibility study in collaboration with the Ministry of Public Works.
On accountability, Hon. Lawrence reported significant progress on the General Auditing Commission (GAC) recommendations. She disclosed that out of 174 recommendations, the Senate has fully implemented 25 and partially implemented 9, with additional corrective actions nearing validation by plenary.
Several draft policy documents addressing human resource management, financial systems, and institutional reforms were also presented, including the Senate Strategic Plan (2025–2029).
Priorities for the Third Session
As the Senate resumes legislative business, Hon. Lawrence outlined key priorities, including the launch of the Strategic Plan, operationalization of HR and financial policies, finalization of compensation frameworks, and institutionalization of operational manuals.
In closing, she declared that in fulfillment of the Constitution of Liberia and Senate Rules, the Third Session of the 55th Liberian Senate was officially open.
