Monrovia, Liberia, September 11, 2025 – A concerned citizen of Bomi County, Mulbah Best Johnson, has petitioned the Liberian Senate to launch an urgent review into the operations of Kongo Mining-Liberia (KML) in Senjeh District, Bomi County.
In a letter addressed to Senate President Pro-Tempore Nyonblee Karnga-Lawrence, Johnson alleged that the company’s activities in Bomi are based on an agreement signed in May 2024 with local officials — including District #1 Representative Obediah Varney and Superintendent Miatta Dorleyl — without proper authorization from the National Executive.
Johnson cited Article 34(d) of the 1986 Constitution, which mandates that all natural resource concessions and contracts must first be initiated by the Executive before legislative review and approval. He warned that the arrangement between KML and local actors undermines the constitutional process and risks violating Liberia’s mining and concession laws.
According to him, residents and stakeholders in Bomi have expressed grave concerns over the company’s operations, particularly regarding:
The legal and contractual basis of KML’s presence in the county;
Compliance with environmental and social safeguard standards;
Delivery of corporate social responsibilities (CSR); and
Transparency surrounding the terms of the agreement.
Johnson called on the Senate to empower its Committees on Lands, Mines & Natural Resources and on Concessions & Investment to conduct a full review, determine whether KML’s activities are legal, and recommend appropriate legislative or administrative actions.
“The people of Bomi County, and indeed all Liberians, deserve full accountability and transparency in how national resources are managed and who is entitled to exploit them,” Johnson wrote.
The petition has also been copied to House Speaker Richard Nagbe Koon, the Ministry of Finance and Development Planning, the Ministry of Justice, the Ministry of Lands, Mines and Energy, the National Investment Commission, and the National Bureau of Concessions.
