Unity Party Margibi Chapter Condemns Superintendent Victoria Duncan for Unlawful Appointments.

The Margibi County chapter of the Unity Party has publicly condemned Superintendent Victoria Duncan’s recent appointments, which they claim violate Liberia’s Local Governments Act and undermine the presidency’s authority. In a major press conference held on October 1, 2024, officials of the Unity Party Alliance called on Duccan to immediately withdraw the appointments, citing Executive Order 123, which mandates that the most senior civil servant should serve as Officer in Charge in the absence of an official appointment.
Mr. Nathan Boleyn, Secretary General of the Unity Party Lower Margibi Chapter, read the press statement, expressing concerns over Duncan’s consistent habit of appointing supporters of the ruling Coalition for Democratic Change (CDC) to key positions in the county. The group believes, these actions are seen as a direct attempt to usurp the constitutional powers of President Joseph Nyumah Boakai and are in clear violation of Chapter 12, Section 13.4(a) of the Local Governments Act of Liberia.
This specific provision states that in the case of a temporary vacancy, the administrative officer is to serve as caretaker, limiting their powers to routine functions and prohibiting them from making key appointments, signing financial agreements, or exercising significant administrative authority. Boleyn highlighted that Duncan has consistently overstepped her caretaker role, undermining local governance and the will of the Liberian people.
Meanwhile, the UP Margibi County chapter noted that in June 2024, Duncan ignored the nominations made by President Boakai, instead forwarding the names of CDC loyalists to both the Legislature and the Executive Mansion for key local government positions in Margibi County. This defiance of presidential authority has been viewed as a deliberate attempt to bypass the democratic process.
Furthermore, the party officials called on President Boakai and the Minister of Internal Affairs, Hon. Francis Nyumalin, to monitor Duncan’s leadership closely, describing her actions as a self-serving agenda that threatens the county’s stability. They noted that Duncan’s desire for personal benefit undermines the “ARREST” agenda, which prioritizes national unity and progress.
The Margibi County chapter of the Unity Party at the same time reaffirmed its support for the president’s authority to appoint local government officials, backing his previous nominations of qualified individuals to lead the county. They insist that only through proper leadership, as exercised by President Boakai, can the interests of Margibi’s people be protected and upheld.
In conclusion, the Unity Party Margibi chapter remains resolute in its stance, demanding Superintendent Duncan’s compliance with the law and urging immediate corrective action to ensure governance that reflects the true will of the Liberian people.
